On November 27th, eight departments including the Shenzhen Municipal Bureau of Industry and Information Technology jointly released the "Several Measures to Promote the High Quality Development of New Energy Vehicles and Intelligent Connected Vehicles Industry in Shenzhen", which mentioned:
1. Improve the network of supplementary energy infrastructure. Encourage enterprises to carry out demonstration applications of new charging modes such as intelligent and orderly charging, flexible charging, and super fast charging, as well as integrated technologies such as optical storage and charging stations, new energy vehicles, and bidirectional charging and discharging (V2G) in the power grid. Guide the community to adopt the "unified construction and unified service" model to achieve orderly access to charging infrastructure. Increase the construction and support of distribution networks, strengthen the effective connection between the special planning of overcharging facilities and the planning of power grids, municipal facilities, and pipeline networks.
Accelerate the construction of "one grid for power charging, storage, and release", promote bidirectional linkage with virtual power plants, and assist in the construction of a new type of power system with friendly interaction between source, grid, load, and storage. Support the construction of comprehensive energy supply stations (hydrogen, oil, electricity), exchange stations, and multifunctional intelligent poles, and provide support for projects that meet the construction conditions.
2. Improve the level of electrification and cleanliness. Continue and optimize policies such as tax reduction and exemption for the purchase of new energy vehicles, encourage the elimination of ordinary cars with national IV and below emission standards, and support the renewal and consumption of old cars. Encourage new energy vehicles to go to rural areas and further optimize car purchase restrictions. Consolidate the comprehensive electrification achievements in the field of public transportation and rental, and continue to implement the management policy of online ride hailing transportation certificates. Support various innovative models such as battery swapping, virtual power plants, and integrated light storage and charging to promote the electrification of public sector vehicles.
1、 Enhance the R&D and innovation capabilities of key technologies
(1) Carry out advanced innovative technology research and development. Supporting the electrification fields such as advanced power batteries and motor electronic control systems, intelligent fields such as LiDAR, millimeter wave radar, in vehicle cameras, high-precision maps and positioning, domain controllers, networked fields such as wireless communication and cloud service terminals for vehicles, common basic technology fields such as operating systems, intelligent cabins, and electrification platforms, as well as functional safety for automobiles Carry out key technology and component research in the field of information security and other related fields.
(2) Achieve breakthroughs in major core links. We will support key research and development in the core areas and important links of industries such as automotive grade chips, automotive operating systems, central computing platforms, and new system power batteries, targeting major technological systems, projects, and equipment,. By adopting methods such as "horse racing" and "unveiling and leading", we encourage independent breakthroughs in automotive chips such as high-end microcontrollers (MCUs), power devices, power control analog chips, in car/workshop communication chips, high computing power main control chips, computing chips, and system level chips (SOC).
2、 Cultivate and construct a modern automotive industry system
(3) Building a high-quality development enterprise echelon. For new energy passenger and commercial vehicle enterprises, system solution enterprises, and component enterprises with core competitiveness, we will focus on promoting the establishment of their manufacturing, research and development, procurement, and settlement business headquarters. We will provide multi-dimensional policy support such as funding subsidies, land and housing guarantees, and talent rewards to eligible enterprises.
(4) Build high-level R&D innovation entities. Promote the establishment of vehicle engineering disciplines in universities and vocational colleges, as well as interdisciplinary fields such as automotive and energy, transportation, information and communication, and urban construction.
(5) Introduce high standard support service providers. Actively introduce large domestic and foreign inspection, testing, and certification institutions for new energy vehicles and intelligent connected vehicles, support relevant entities to vigorously enhance their inspection and testing capabilities for new energy vehicles and intelligent connected vehicles, and build a digital distribution center that integrates design, development, testing, trading, and service.
3、 Enhancing the Advanced Manufacturing Level of the Automotive Industry
(6) Promote the high-quality development of automotive electronics. Promote the development of automotive electronics business in core industries such as automotive operating systems, automotive grade chips, autonomous driving algorithms, domain controllers, intelligent cabins, and intelligent sensors, and encourage enterprises to purchase independently controllable automotive electronic products.
(7) Accelerate the implementation of innovative achievements. Surrounding the new generation of modular high-performance vehicle platform, integrated lightweight body, chassis integration, wire controlled chassis integration, multi energy power system integration, new electronic and electrical architecture based on domain controllers, and intelligent control with energy management as the core, vehicle technologies are being developed.
(8) Support enterprises to upgrade and increase efficiency. Encourage enterprises to adopt new technologies, processes, equipment, and materials to transform and improve existing facilities, process conditions, and production services.
(9) Accelerate the green transformation of enterprises. Selecting leading enterprises in the supply chain such as charging stations and power batteries to take the lead in carrying out carbon footprint accounting applications, gradually driving enterprises throughout the entire industry chain to carry out product lifecycle carbon footprint evaluation.
4、 Intensify the promotion of new energy (intelligent connected vehicles)

(13) Rich automotive consumption experience scenarios. Support new types of automotive consumption service models such as usage rights trading, financing leasing, and separation of vehicles and electricity.
(14) Build a power battery recycling and utilization network. Support the coordinated development of new energy vehicle enterprises, power battery recycling enterprises, and resource regeneration enterprises, encourage the market-oriented, specialized, and intensive development of the power battery recycling industry, promote the improvement of the power battery recycling and utilization system, support the promotion and application of complete sets of advanced technology equipment, and promote the standardized and hierarchical utilization of power batteries and resource regeneration.
5、 Support the integrated development of automobile production, transportation, and trade
(15) Promote enterprises to explore domestic and international markets. We will coordinate the establishment of a comprehensive production, transportation, and trade system for new and used cars, complete vehicles and bulk parts, containers, and roll on/roll off ships, and steadily expand the scale of automobile trade.
(16) Improve the level of international cooperation and exchange. Encourage international automotive industry organizations to establish branches or offices in Shenzhen and build overseas development service platforms for enterprises.
6、 Optimize the allocation of industrial resource elements
(17) Optimize industrial spatial layout. Encourage innovation in the new development model of "Shenzhen headquarters+enclave production", support the landing of international headquarters, research and development, and parent factory projects in Shenzhen, and promote local enterprises to cooperate and jointly build automotive industry parks in enclaves outside the city. Support the construction of a number of new energy vehicle and intelligent connected vehicle industrial parks, and optimize the strategic spatial reserve of industrial land. Improve the efficiency of industrial space utilization, rely on high-quality factory resources in various districts, and encourage industries such as automotive and electronics to achieve industrial development.
(18) Strengthen financial service support. Establish automotive consumer finance institutions to provide specialized and integrated financial services for the consumption of new energy vehicles.
